Richard (Dick) Barringer
Dick Barringer is a Ph.D. political economist who teaches both public policy and community development at USM’s Muskie School. He served in the administrations of three Maine governors as commissioner of conservation and director of state planning, and is the author or editor of numerous books, reports, and landmark Maine laws in the areas of land use, education, the environment, energy, economic development, and tax policy. He helped organize two recent Governor’s Blaine House Conferences, one on Maine’s Natural Resource-based Industries and one on Maine’s Creative Economy, the results of which are available on the State of Maine website, www.state.me.us . His recent publications include the edited volume, Changing Maine, 1960-2010 (Tilbury House, Gardiner, 2004) based on the Maine Public Radio lecture series of the same title; and, as co-author,The Creative Economy in Maine: Measurement and Analysis, Southern Maine Review (USM, February 2005).
Dr. Barringer was the moderator for the event and helped orchestrate the entire event. Through his leadership, he and his team assembled the wonderful and talented group of speakers for the event. We thank each of them and Dick for giving so much of their time and energy in making this event possible.
